if a bike is 60cm f4rame size where is that the measurement of and is it classed as an extra large

Depends on the brand and frame.

Some are centre to centre
Some are centre to top.
Some are centre to virtual centre

And *most* road frames aren't measured as small, medium, large. As there are too many variables in geometry to make it a useful comparison.

Should be able to work out everything from that.

And i see that the seat tube length is 560mm for the 60cm size, and it's a sloping top tube frame, so it's probably measured centre to virtual centre. i.e. where the centre of the top tube would be if it was horizontal.

No idea. I don't have a tape measure.....

Best thing to measure is the head tube, as it's easy.
And each frame size has a different length.
