Can anyone help identify this old bike , sorry if I’ve posted in the wrong place .

I'd guess 1960s-70s from the braze-ons. Definitely not bottom end as it has nice cast dropouts on the rear. I'm not 100% convinced the fork is original as it has mudguard eyes and the rear doesn't. Check if there is a serial number on the steerer tube. I guess it's 27" wheels?

The pump pegs are a bit of a puzzle and I'd expect at least one bottle cage braze-on set (but at that time there was a fashion for minimal braze-ons).
 
I'd go with that, the forks look like Far Eastern Tange-type generic replacements. I wouldn't necessarily expect bottle bosses on a frame of that era, especially when there don't appear to be any cable stops or guides on the top tube.

Thanks for your reply , appreciate your input . I’ve tried to separate the steerer and head stock but not managed as seems seized . What would the numbers on BB represent ? . Wheels are 27 but not sure there original either . Looks like someone tried to make a fixie of it and built from the hub and didn’t exactly make the best of jobs :( .

Thanks for the extra photo - I agree that those wheels look nasty and - as you say - it's been got-at and made into a fixie.
 
I'm not an expert by far but sure I could make a better job than that 😁, not sure if the frame is worth building on thou ? Really interested in what it may be .
