Anti theft bolt for seatpost

Found this thing lying in my MTB stuff. Didn't know what it exactly is... Found this when i was working for the Dutch importer for RockShox (and other brands..) They told me it was from Salsa. It is basically a Ti bolt with no ordinary hex bolt but some special tool which fits so they can't steal your seatpost. Anyone has a clue??
