Looks like an Alan frame. Looking at the angles and the bb height, it was never designed for that length of fork

I've never seen the British Eagle, but didn't BE simply swing their decal on an Alan frame?

Might have done but it would explain why they didn't put their name on it they were really bad and very thin walled.
