According to mombat they were built by merlin. Guess it's down to semantics, shafer and salsa never actually built them in ti. Maybe take it up with rs himself ;-)

just looking at the picture of BPs you can tell its a merlin. I'm surprised RS didnt mention it in the interview. the past is the past I guess. he certainly doesnt seem to be living in it, good for him :)
 
rs may not have build the frame, but he sure designed it and he personally built the stem and fork for it.
