does the size of crank change depending on the size of the frame, or all they all the same size from the largest to the smallest frame?
 
I believe the crank arm length changes with frame size for retro mountain bikes - I know that it certainly does on road bikes although the numbers seem to be different. I've found that for the large frames I road that my crank arm length was 175mm. That being said I think these rules aren't hard and fast and that some riders will customize their crank arm length based on their preferences.
 
in 96 Kona had the following crank arm lenght available for bikes:

14" & 16" = 171 mm
17" to 21" = 176 mm

also the stem lenght changed with frame size:

14" = 100/10
16" & 17" = 110/5
18" & 19" = 125/0
20" & 21" = 140/0
