Makes it hard to suggest what the original spec was. I have to agree with others though, not sure what you can do about that frame. Shame because I love a Montana Comp more than anything else. Trying to buy another, or a Team
Good luck with the rims and tyres though. In the UK it had Panracer Smoke/Dart, which are still available new.

Just to add to the question, the head tube is not parallel to the seat tube. It is not that far from it, though. I can't find any KHS geometry sheet from that era, but for instance Scott mtbs from 1994 have 73,5 seat tube angle with 71,5 head tube angle for the Racing line in size 19. The numbers may vary a bit, but from that era are usually about those 74 for seat tube and 71 for head tube.
I can't advice on how to fix it, anyway looking forward to updates.
