Hello there and thanks for your message. It is measured from the center of the BB to the top of the TOP tube where it meets the seat tube, not the top of the seat tube itself.

The actual measurement is 37 centimeters that I identified with size 15” based on the available sizes in the 1992 catalog - as there were only 15” or 18”, 20” and 22” sizes of this model.
