I thought Royce BB's were the traditional design with lockings. I would like to see a picture of the other side but that looks more like a modern sealed BB from what I can see. Then again I'm happy to be corrected.

I'm with you on that! That's 100% a splined Shimano (or similar) fitting. Royce decals were also cool to add back in the day!
