I like it, but I really don't think I can justify it, given I have 9 bikes in the house/garage and only one is in rideable condition.

That stem isn't a cooks, it's a standard Ross item.
That's a Ross mt.washington from circa '87, rare to see a Ross in th UK.
Ross made some decent cromo mtbs with roller cams in the 80's - there a few pics on mtbr forums.
This is one of their low end models, the 85 catalogue lists it as having steel rims and caliper brakes.
