I purchased this frame from the original owner, it did not include any parts however nor did the owner have any photos of the bike left from when it was originally built up.

The shifter mod is a slick upgrade and it is detail that does not compromise the period correctness of the bike.
In which case a super record headset would also be correct and a slick upgrade over the steel one. Super record headsets were common place by 1980 as the Super record group more or less became the favoured group in the pro peleton by 1978. In fact, I would argue the super record to be more appropriate for the build if one which to build it with the trickest components of the day. Alloy Dura-ace with the weird shaped nuts could also fit the bill.
