Headset looks rough too but as long as it can be removed I'd say this would make a good pub hack. It amazes me why students buy cheap Halfords jobbies when they can get something like this for less.

Don't see why not, I'm assuming they use a standard pull lever? If they do, then yes. They'd be fine with the Paul's.

I have a Kona Kula Scandium frame in 18". Super light and stiff, got it as a warranty replacement for another Kula frame but never rode it. I can do it with a carbon seat post, collar, Bob and race face cranks for £140.

That's pretty short but I've seen them shorter on some of the single speed commuter bikes in London. If you think about it you need 50mm for the stem another 100 for both of the break levers and then something to hold on to each side. You'd probably get down as far as 400mm if you tried hard...

Got to be an early 90's student engineering project surely?
