Identify this seat post & clamp

Hi All, I hope you can help. This seatpost is stuck. In trying to get it out, I cracked the saddle rail clamp. If I can find a replacement clamp it can be ridden but I don't know what it it is. Anyone know what I am looking for and where I might find it?

27 inch wheels, any decent replacements out there?

By the way, I built up a pair of wheels using sjs own brand 27" polished alloy rims and they look great. Seem well made and strong too.

An Ernie Clements, could it be?

Re: It's suddenly occured to me...when my father in law talked of Ernie Clements, could he have been referring to Coventry Eagle? Look at the head tube lugs- are they not eagle-like? ...and compare to this thread... http://www.retrobike.co.uk/forum/viewtopic.php?t=236576

Re: I'll bung this in, seeing as I finished it yesterday! My late Father-in-law's 1950's (probably) Ernie Clements. It was in a bit of a state, I rescued almost everything including the rusty wheels. The transmission was worn out but I sourced a CL chainring and a new old stock identical...
