From what I can see in the photos I'd disagree - The rear axle seems to be the centre of the dropout, so I'd expect the brake pads to be in the centre of their adjustment. Surely this bike doesn't have 'long' dropouts? as that would be contrary to what they are aiming at - it's not a touring...
