    This is the seat tube - top tube junction. If you notice the stays are welded much like any modern SMAW/TIG weld the main tubes how ever are welded in what Panasonic claimed in its Japanese PR as revolutionary welding technique. Sadly they split like crazy.

    you can get a reducer headset as mentioned like the chris king devolution or the cane creek s-series likewise you can have you own spacers fabricated that will allow you to use a 1" headset.

    repairable?

    considering it is at the binder area, not a good idea to repair, subjecting it to further heat or other forms of bonding may weaken the area.
