Just weighing into this as i have had a similar kind of experience recently on my Ridley CX(ish) bike. caveat that I still have a rubbish feeling rear brake but hopefully I can sort. I had a steerer/headset mounted cable guide but I needed a lower stem so had to switch to a different top cap so...

Rode it to work on Monday and it's feeling like a totally different bike to a couple of months back when I first built it 😁 Dug out a flat bearing cover (eliminates the bearing cover cable guide) so the stem can sit lower now, so I'll cut the steerer down again as well as fitting a fork boss...
