Vaseline is a petroleum based product and should be kept away from rubber.

As the watermark indicates, this was from threespeedhub. The rare gaps in the V-CC library can occasionally be filled from other sources. This is one I go to.
And it is ideal to inform your project.

Depends on the item; I use oxalic acid, electrolysis or Evaporust.
For the oxalic acid, I mix up a more dilute mix and allow for it to work over a number of days.
All work well to convert the rust.
For the GB stem with the spearpoint:
In Australia, there is a big difference between what is a feral/ferral and a ferrule. I wouldn't want a feral anywhere near my bikes.
Count the number of spearpoints in the photo.

If it was mine, I would degrease the frame then use Evapo-Rust soaked cloth wrapped around the tubes (avoiding decals). If it is a warm day, then wrap the applied cloth with clingwrap to limit it drying.
Use cotton buds dampened with Evapo-Rust near delicate decals.

The downtube decal does not look 1953. I would investigate if the seat tube white band had been masked off and the rest of the frame had been resprayed in the past, with the downtube decal being replaced with a (then) available decal. It there chrome showing on through the chipped paint on the...
