There's no identification numbers under the BB shell and no overspray inside the tubes so I believe it has the original paint.

I've had success using Loctite Blue in the past.

A friend had one of these, it was lighter than my Klein and rode just as well. I have the matching long sleeve race shirt still. It may be newer than '99 though. Any way have a bump for a nice bike.

I did a rubbish paint job on a Lave Dome, no one ever gave it a second glance especially when it was loaded with panniers.
