You need to get some gear cables added, the shifters will 'hold' the derailleur in the right place - once correctly adjusted. 👍

They're cracking frames... no, I mean literally! Watch the headtubes, weak as fook. If it's not cracked already I wouldn't go anywhere near the headset and certainly wouldn't be changing it.

I've always gone inline with the levers, purely for aesthetics.... However, it's your bike, set them where it feels best for you.
