The badge reads "USSR". Can't see the maker name, but it's almost certainly got to be "XB3" aka Kharkovsky Velo Zavod - Kharkov bike factory. In fact, I think I can even see half of the "3" peaking through on one of the photos. The brakes read "Kharkov".

What about frame materials? I say carbon or Ti. Steel is for old farts who can't shut up about the benefits of square brackets and cup & cone bearings. And aluminium should have never been used in bike frames to begin with 😁.
