It looks to be in good condition. Is 16" to small for you to ride, or can you live with it? Rain, sheds, 1996....when you get round to it, get the bottom bracket out and clean/grease, maybe replace. Its a corrosion hot spot for 1996 steel bikes.😉

Unless broken, it sounds like the removable 'safety' type. Just a case of finding something that fits the hole, say a screwdriver, spoke, nail etc.....see if you can lever it backwards.

Ive not yet seen a proper dead shimano un71, un72. They may develop some radial play but just keep going. Stronglight jp400 are a similar item. Both of those examples are easy enough to get hold of.

Ah yes, marin were comparatively slow to go A -head with the steerer. Meaning 1996 was the first real year of it. Damn nice looking bikes too, especially eldridge and pine mountain. Early threaded rockstar forks were factory conscious measured at... 134mm for 14>16" frames. 153mm for upto 17.5...

Start at the least invasive option on the paint. Micro cloth and neat washing up liquid, pass over loads of times. Then ramp up the chemicals/scrubbing pads as you needs to.

Its your bike, do as you will but, i wouldn't spend on a recoat. Although it'll be nice and fresh, you may have to spend on new decals and, the parts will look a little outclassed causing further grandeur for a better presentation. I say this as you mention its intended use. The rust scabs may...
