    If it's standard Shimano STI, there will be no indexing on the left lever/front mech. It's just free flow. It's hard to diagnose the problem without seeing it in action

Pump them up to 2/3rds pressure, do a shortish (say 15 mile ride) and at that point they'll have flexed themselves into a secure position.     be careful though if you are fitting tyres and tubes with low pressures. Low pressures and tubes can easily lead to pinch punctures should she ride over a stone or through a pothole. If your wheels can take tubeless (I assume not), low pressures aren't a problem
