300 for powdercoating (even if its a tandem frame) is insanely much!

In that spot (no stem, no seat post etc.) a professional repair is fairly easy and not costly for a welder. Simply have a piece of tube or parts of a tube welded in and grinded flush! - then re-coated!

Sloppy job there on the coating-edges of the bb shell, too. it might be prone to moist crawling under the coating, causing further degeneration. Why was it not welded before coating?
