Re: They are Racodi brake blocks, I have only ever seen photos of Racodi (Spanish company) track bikes but I guess these blocks prove they made other bikes too :D

Re: Wartime finish was an accepted term for avoiding chrome which was reserved for 'strategic' purposes, galvanic paint was used to protect steel, iirc was sometimes called silver frost. Basically a type of zinc coating painted or dipped, which I believe you can buy in aerosol cans these days...
