I also have a Lidl stand and can perfectly happily rotate the cranks, at least when the clamp is fully extended. Also able to lock the bike off at all sorts of angles, I guess it depends on the weight of the bike?

Not in the 1992 or 1993 catalogues. And it is designed for Ahead system which places it much later any way. In 1992/3 Pace were still selling their combined one piece stem/steerers. my thoughts are still that its a stem with a pace sticker rather than a pace stem.
