Owen Blower was a cyclist of the very highest calibre, in the 1950s & 60s. I believe that he owned a bike shop, which may have been in Leicester. I'm pretty certain, that they did not build the frames onsite, but bought them in . . . . . . . I might be able to find out who built them...

From the pics, it is difficult to tell much about the bike, but it has interesting lugs - I wonder if they are bonded ? I also note, that the cable runs inside the top tube. It looks (to my eyes), rather like a Vitus frame. IMO, this wasn't/isn't a 'cheapo' frame. I'd guess that this dates...
