Yea i'd be tempted to leave the frame alone but just build it up real nice, make sure the groupset/wheels/bars cables/seat post etc are immaculate and treat it to some new cotton bar tape, and just polish up the frame as best as possible. Once it's built then the frame should look a lot better...
