    A better view would help - like the whole bike, a lot can be deduced from decals. I had a 1992 Stumpy Comp, loved that bike, still looking for another. Can't find a single pic of a 1991, 92 or 93 Stumpy in that green colour. Serial number might not mean much, don't think the steel bikes...

    I'd ride it, I've ridden worse. Absolute bargain even with dent. Might even be able to roll it out. Look at the line of the top tube in the non-drive pic, doesn't appear to be any deflection of the tube as a whole, so frame alignment is probably fine. Never see deals on my size of good steel...
