Nope ! 28.6mm does indeed equal 1 1/8" but the stem obviously has to fit inside the steerer. A 28.6mm quill will fit a 31.8mm steerer. That's 1 1/4". So that's certain Fisher, Yeti, Cannondale from the early ninties(ish) and not a lot else. I have a Fisher from the early nineties. But no...

Similar; I had a (genuine!) Mk1 Mexico, sold it in c. 2000, got £900 for it and even that was a struggle. Nowadays - a rotten basket case bare shell is worth 5x that.

Using the old rule of thumb that frame size should be one-third of your height, that must have been built for someone about 7'5" !
