I'm inclined towards reaming because it will quickly solve the rust problem.

Rain had crept into seat tube to form rust. However the black-coated post 27.0 was fine until I put it into a vice to remove it. That's how seized it was!
The replacement post is 27.2

Don't mind if it's just the one.
If the core in the stem can be removed, even better. Normally indicated by a tiny flat area/s on stem.

There is a seam all the way down the rear of the seat tube.
The seat pillar measures 2.6cm.
So I assume it's not 531 then?
I'll weigh it when cranks are off.

I don't think so. My friend has a yellow 19 inch. It comes with Mavic rims and Normandy hubs. These hubs have "77" inscribed on them.
He is thinking about selling it.
