Either 12mm is a typo or you slightly misunderstood EPR. OLN is the distance between the left & right drop outs. It's needed so you know what width hub will fit the lovely frame you're selling. Apologies if I'm teaching grandma to suck eggs!

You should be able to fit a 9 or 10 speed cassette body to permanently convert them. I managed this with some 8-speed Chorus hubs using a worn out Veloce 9 speed hub as a donor for the cassette body & it worked fine. It's a fiddly DIY job getting the pawls back in, I managed it fine first time...
