I've been given these by a neighbour but they have a 1" steerer so I can't use them. Can the steerer be changed easily to 1.125" ? Cosmetically a bit tatty but damping and rebound feels super plush and they've held pressure for a decade! If not may dispose of them here for him, any guide on...

I'm after a low cost small rigid MTB frame (14" or 15") to set up a turbo bike for my wife. It doesn't have to be retro or too fancy but if it could eventually be built up into a decent lightweight retromod conversion it would be a bonus. Anything considered but a 14" Kona Lisa would be sweet! :)
