I used to have a problem changing gear on my single speed BSA . Spent ages trying to adjust the lever and floggle chain . Spit link issue ,maybe ,I never got to the bottom of it.

But if ballouts are a consideration, the answer is a mixte. A One size smaller frame isn't going to save the day
